OBD2 Pass/Fail Standards for Smog Inspections
When it comes to vehicle smog inspections, the OBD test is a critical part of the process. Determining whether a vehicle will call pass OBD2 hinges on several key factors, including readiness monitors, the malfunction indicator lamp (MIL), communication with diagnostic tools, and the presence of permanent diagnostic trouble codes (PDTCs). Understanding these standards is crucial for efficient and accurate smog checks.
Readiness Monitor Standards
Readiness monitors are self-diagnostic tests performed by a vehicle’s OBD system to confirm the functionality of emission control components and systems. These monitors run under specific driving conditions, which can sometimes be challenging to achieve in normal daily driving. Vehicle owner manuals may contain drive cycle procedures to help complete these monitors, but this information is often primarily available to the vehicle manufacturer (OEM) and within repair industry service literature.
Successful completion of readiness monitors depends on both the correct driving cycle and the proper operation of the related vehicle components. Monitors must be rerun after any repair work that involves disconnecting the battery or replacing emission-related parts.
The number of incomplete readiness monitors allowed for a vehicle to pass the OBD test varies based on model year and fuel type:

For gasoline vehicles from model year 2000 and newer, only the evaporative system monitor can be incomplete and still pass the OBD test. For newer diesel vehicles (2007 and newer), the particulate filter and NMHC monitors are the exceptions. All other monitors must be in a ‘ready’ state for the vehicle to call pass OBD2 in terms of readiness.
Malfunction Indicator Lamp (MIL) Standards
The Malfunction Indicator Lamp (MIL), often referred to as the “Check Engine” light, provides a visual indication of potential emission control issues. The MIL’s behavior during key-on engine-off (KOEO) and key-on engine-running (KOER) states is a key factor in determining if a vehicle will call pass OBD2.

A properly functioning MIL should illuminate briefly when the ignition is turned on before the engine starts (KOEO) and then turn off once the engine is running (KOER). If the MIL fails to illuminate during KOEO or stays illuminated during KOER, the vehicle will fail the OBD test.
Communication Standards
Successful communication between the inspection equipment and the vehicle’s OBD system is fundamental to performing an OBD test and to accurately call pass OBD2. Communication failures can arise from various sources, including:
- Damaged OBD connector or wiring
- Aftermarket stereo installations interfering with the system
- Transmission computer responding instead of the engine computer
- Invalid data transmission from the vehicle

¹ Required data typically means data from OBD addresses: Mode $01 PID $00, Mode $01 PID $01. Mode $01 PID $00 returns what data is supported on the vehicle. Mode $01 PID $01 returns MIL status, diagnostic trouble codes (DTCs), and monitor status.
For a vehicle to call pass OBD2 based on communication, it must successfully interface with the diagnostic tool (BAR-97 or OIS) and transmit the necessary data, which includes basic OBD information like supported PIDs, MIL status, DTCs, and monitor status.
Permanent Diagnostic Trouble Code (PDTC) Standards
Permanent Diagnostic Trouble Codes (PDTCs) are a type of DTC that, unlike regular DTCs, cannot be cleared using a scan tool or by disconnecting the vehicle’s battery. PDTCs are designed to ensure that vehicle faults are properly addressed and verified as resolved before being cleared. They are cleared automatically by the OBD II system only after it confirms that the underlying issue is no longer present.
Since July 1, 2019, PDTC checks have been incorporated into smog inspections. The standards are as follows:

⁴ BAR is aware of some vehicles that have trouble properly clearing certain PDTCs. BAR is working with the California Air Resources Board (CARB) to ensure that known problematic vehicles are addressed by vehicle manufacturers. Until then, these codes will be ignored by BAR-OIS. ⁵ Vehicle manufacturers have issued extended warranties, recalls and repair campaigns for some vehicles that have trouble properly clearing PDTCs. These vehicles are listed under Permanent Diagnostic Trouble Code Vehicles of Interest. When one of these vehicles fails for the PDTC, please refer the motorist to the dealer for covered repairs.
For vehicles model year 2010 and newer, the presence of any PDTC will result in a failed OBD test. Even if the MIL is not illuminated, a PDTC will cause the vehicle to call fail OBD2. There are exceptions for vehicles that have completed a certain number of warm-up cycles and mileage since the last OBD data clear, and for specific vehicles known to have PDTC clearing issues (listed in Section E).
Modified Software Standards
The integrity of a vehicle’s software is critical for proper emission control. Since July 19, 2021, smog inspections include a check for modified software. Software that has been approved by the California Air Resources Board (CARB) through an Executive Order is permissible.
Vehicles found with illegally modified software will fail the smog check. The inspection report will indicate “Modified Software” as the reason for failure. To pass a subsequent inspection, the vehicle must be restored to an OEM-approved or CARB-approved software configuration. Re-testing can be done at any licensed smog check station unless directed to a Referee or STAR station. Consumers who wish to dispute inspection results can contact the Smog Check Referee.
OIS Vehicles of Interest
Certain gasoline, flex-fuel, and diesel vehicles, particularly model year 2000 and newer (gasoline/flex-fuel) and 1998 and newer (diesel), are known to exhibit pattern issues during the OBD test portion of an OIS inspection. These issues can range from communication problems and incomplete readiness monitors to OBD test incompatibility and false MIL illumination. In many cases, the OIS system is programmed to accommodate these known anomalies. However, in other instances, vehicle repair may be necessary to call pass OBD2.
